It probably is not meant for gaming. i3's are only for low-medium gaming. Some i3's are on there because of price/performace scaling. This is just my opinion and speculation.

The chips are added to the chart in batches as they are tested I believe. The i3 chips are potent gaming chips. I had a system based on a i3 4330 and a gtx 760 that was only a few FPS lower than the same setup with a 4790k installed when running Assassins Creed 4 on ultra settings at 1080p. I would place the new i3 chips in the same location on that hierarchy as the other i3's still.

There is a bunch of people all over that say i3's are not meant for gaming. I say they are. I should have quoted those other people
I think the reason being is because they are dual-core. I personally think they are. I should have stated my opinion less vaguly

You can game on anything you want. The i3 is terrific and realistically more than enough for most people. Those same people probably call it a budget machine if the GPU cost less than $300 USD.
