I have an Athlon ii x3 440 on a GA-970a-ds3p, no beep codes if RAM is placed, nothing on screen.
Processor is ¿not? dead, PSU is fine, GPU works, and monitor is fine. I have use a ddr3 1600Mhz 4GB RAM 100% compatible with my mobo.[strike] Is not booting because processor doesn't support RAM faster than 1333Mhz. Why mobo doesn't underclock?

Before you read this, solve this problem is now a personal challenge and a path to learn something
. I tried to fix that for some days but after several attempts I realise that the best solution was buy a new computer and that is was what I did. But I will like to know were I failed in my diagnose, and if really ALL the components of the old computer are dead.
Hardware:
*Athlon ii x3 440 (No blended pads)
* OCZ600SXS de 600W (Voltages look fine)
* Initial RAM, Mushkin enhanced silverline 4 GB PC3-10666 (Broken)
* Tested RAMs from 1333 to 1866 MHz
-Crucial ballistic 8GB BG112SR
-Vengance 4GB CMZ4GX3M1A1600C9B
-Hynix 4gb ddr3 1333Mhz
* Gigabyte GA-770TA-UD3 (Initial Mobo) (AWARD BIOS)
* Gigabyte GA-970A-dsp3 rev 2.x (Brand new Mobo) (AMI EFI BIOS)
* Nvidia GT240 (broken)
* GeForce 8500GT ( tested and working)(Only has HDMI and DVI outputs)
* All the things are breadborded, no reset switch connected.
Cause of the failure
One day the computer stop to boot. My border start to touch things, and put the RAM wrongly. This make a short circuit, but power was press several times. PSU or mobo detect the short and turn off in one second.
RAM is damaged, with one or more pads broken.
Symptoms
* Initial RAM (Mushkin enhanced silverline 4 GB PC3-10666) was broken , as said before.
* Initial GPU (GT240) do not show image, and probably was the initial problem.
* Nothing is shown in screen.
* Once power button is turned on all the fans spin. For turn it off I have to press the button for few seconds.
* Both motherboards beep when ram is not inserted. When one or more sticks are installed nothing happen.
* When GPU is not installed there isn't any beep code (GA-970a, o don't remember in GA-770 nut probably the same)
*Keyboard lights don't turn on. Don't care if is USB or PS/2
*Heat sink was loose and wobbly.

*Test with different monitors and cables
*Connect a keyboard and press DEL
*Use a new PSU

*Athlon ii x3 and x4 only can run 1333MHz RAM in 2 slot mobo and 1066MHz RAM in the ones with 4 slots. This produce the problem and computer can't boot. That picture is form the Corsair webpage and is what i use for base this theory, despite some users of this forum are running 1600 RAMs in similar CPUs .
*CPU is faulty but not dead because POST start, and is able to detect if there is RAM or not.
*Both hypothesis are wrong and someone of the forum will spot the real problem with two sentences.
Thank you for the replies. If we can't solve it together in 30 days i will try to assembly the PC again but this time with a Chinese PCI diagnose card
