Been hijacked or something.. no softwares will launch or work.. says fix shortcuts..

when I try to access CMD admin or any program i get red X.. saying this file does not have program associated with it for performing this action

I think only safe way to fix PC now is a fresh install. You can try to save files/documents off PC using http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

Change boot order on PC so USB or DVD first, hdd second

Install a good AV, don't rely on Defender, and let it scan your documents you saved before installing them on PC, just in case they still infected in some way. Be more careful next time.
