Question No Internet, at all

So I like to screw around and build computers and one of my most recent builds (is older one) will not connect to internet at all!!
I have installed all sorts of drivers and reinstalled windows 7 multiple times, I know that the drivers for wifi card (installed in PCI port) are installed correctly because the wifi bars pop up on the task bar bottom right.
Yet it tells me "No Connections are available". Even if I plug an Ethernet cord straight from the modem it says "not connected".
I've read a million forums and tried a million things yet none seem to be like this.
the specs are

XFX MG-61Mi-7059 Motherboard - nForce 610i/7050
Intel(R) Core(TM)2 Quad CPU Q9400 @ 2.66GHz 2.67GHz
4Gb (2 x 2gb) Corsair XMS2 @ 1333MHz
On board graphics (until I fix this problem)
Corsair CX500 500w psu
Hard drive (I've tried multiple)

Which connection method do you want to focus on, wired or wireless. Wired is easier...
