No internet but Ethernet is connected

So over the past few days my pc would not let me access the internet randomly and it's not like a 5 second problem I cannot access the internet unless I power off the pc and boot up again and then after 3 minutes the same problem happens I have downloaded the latest driver used a different Ethernet cable and basicly tried everything I could find on forums nothing has worked the only clue I have to why it may not be working is when I check the local area connection status IPv4 and IPv6 has no network access next to it please help

could you try to use a pci lan card for test internal could be defective .
