No internet options in control panal

Hello,
I don't have internet options in my control panel just the icon is there and I also can't download any software to scan, and I also can't delete any software that I have to run a scan.

Were you able to do any of this before? Is this a new computer?

(One time when I broke my thumb, with a serious face, I asked my Orthopedic surgeon whether I could play the piano. He was quick to ask me whether I could play it before the fracture!)
