Question no key board or mouse function in Bios

My old mobo failed and I have replaced it with a Gigabyte B550 Eagle wifi6 and installed componants from the old computer.
Build info:
Gigabyte B550 Eagle wifi6
cpu: AMD Ryzen 5 5550
Ram: 32GB Corsair 16gb x 2
SSD: Seagate BarraCuda Q5 2T (from the previous build)
GPU: Radeon 580 Series
The Computer will not boot but instead loops. I need to go into Bios and either update and correct the boot problem. I can enter Bios but once its open I lose both key board and mouse functions. I cannot make any changes in Bios. I have tried different key boards; cleared CMOS and Bios; I have tired about every trick that I know of. Can anyone help with this?

Remove the drive and try again.

When changing the motherboard you probably need to do a fresh windows install.

I still have a problem. I can't get the system to boot or change the boot sequence where it will boot off a flash drive. I still need to get into Bios to do that.
 
When you removed the drive the the keyboard work in BIOS?
When I turn the computer on I can hit the Del key to go into bios and also the F12 for boot sequence, but after that there is no keyboard or mouse function. Question. If I remove the SSD card on only leave the flash drive that containes the Wind. 11 recovery info, might it boot from the f. drive? Yes, both the kboard and the mouse were working before entering Bios
