Question No MOBO lights on but won't post? New CPU, RAM, MOBO, so what's wrong?

I recently moved from Florida to California and shipped my PC through Fedex, it was protected with the molded foam used to ship PC cases. However, my Noctua NH-D15 got bent and messed up the motherboard. I suspected the other parts may have been damaged so I bought new everything except the PSU and GPU. I bought the exact same components again so compatibility should not be an issue and these are the parts I have:

AMD Ryzen 5 3600
G.Skill 2x8 GB 3000MHz
ASROCK X570 Phantom Gaming AM4
AMD XFX 5700 XT THICC III
Corsair RM750X

I bought new CPU, RAM, and MOBO then assembled the PC and at first all 4 lights on MOBO turned on (CPU, RAM, VGA, and POST). After a few seconds it will only light up VGA and POST but after that it will have NO LIGHTS yet fans are still spinning and everything seems to have power running. I turned MOBO on outside of the case with GPU and without GPU both had the same outcome. Is it possible that the PSU isn't properly working, or a PSU cable is damaged? Or is some other component at fault?
