Question No monitor signal past POST ?

Whenever I am about to be taken to the Windows login screen, my monitor says "HDMI2 No Signal".
However, when I reboot the PC instead of shutting it down then turning it on, this issue never happens

Tried turning off Hibernation and Fast Startup, no difference.

MBD: B650M Aorus Elite Gaming AX
CPU: Ryzen 7900X
GPU: NVIDIA RTX 4090 with latest driver
RAM: Kingston 2 x 32GB DDR5 6400Mhz
SSD: Kingston 4TB
PSU: Corsair HX1200x
Monitor: GigaByte M28U

Hdmi 2, could this be a monitor issue not detecting second Hdmi input properly and detects finally once signal or hdmi handshake has been resent after restarting? Speaking of handshake is silly i know but gotta think of things i guess. Have you tried Hdmi 1?

Do motherboard video ports work with 4090 installed you could troubleshoot with? Like having two hdmi cables connected then switch hdmi channels.
