NO Operating System

My Friend Did A Reset That Cleaned Every thing he didn't mean to click it but he did and now every time he boots up his laptop it looks like its on command prompt but a bigger version and says put in a disk , boot something and press a key, so how would i make a bootable flash drive, please help!!!!!

Edit: I Put my 32 GB USB in my laptop and i used this http://windows.microsoft.com/en-CA/windows-8/create-reset-refresh-media, the media tool thingy , now it is installed on my usb can i give this to my friend and this will boot up his laptop? i dont know if it will work

He Was Windows 10 at the time but hes default operating system was windows 8.1 so i was gonna do the usb windows 8.1 ,
We were resetting are computer because they were slow and he didnt read the thing right and he clicked the one where is said "this when you are selling your computer , removes windows" something like that, then when he turned his computer he said u need a bootable deivce

Well...if if said "remove Windows", and that's what he selected...that's probably what it did.
I've never seen that choice, but whatever.

So I assume you'll need to reinstall an OS.

Hello, He Doesnt Have A Disk But i have a usb, that i think could boot it, im not sure

Hello... USB portable DVD drive? that will work the fastest otherwise you need to make a bootable 32 bit fat USB stick and Download a ISO from Microsoft and convert/transfer it to the USB stick, for OS installation.
