No option to set PCIeX16 as initial graphics?

So today was the day I got myself into building my own PC for the first time. It was a learning experience, but I've come up to a problem I cannot solve. My mobo, the Gigabyte H170-DS3H, does not seem to pick up my RX 480 GPU. What I mean is, it's all lit up, fans going and all, but I have no option to set the initial graphics to PCIeX16. Any suggestions?
