No options for language

Hi guys,
As I'm new to Win 8, there is a problem that I can't find a solution for. I'm not able to type in my native language (Lithuanian) even though the Lithuanian language pack is installed and the input language is set to Lithuanian. However, when I try to type as I would like to be doing it, all I get are numbers. Shift+alt nor ctr+alt does not work. There isn't an option (right click on the taskbar>toolbars) to display a language bar and the keyboard logo in Start options is greyed out (it does not give me the ability to press on it). How am I supposed to change the input language in this case?
I've been using Win 8 for 2 days so don't judge me.

go to metro start menu
type in language into the search bar
click edit language and keyboard options (3rd option down probably)
Click the big + to add a language (make sure that it actually gets downloaded and installed as well, you might have to go through windows update for some extra updates
Unless you plan to set it as your primary language, go to "options"

I'm assuming it works similar to Japanese (what i have installed), so i'm going off that, but you will want to add a keyboard in that language options screen for that particular language. I use microsoft IME (input method editor), because i don't have a japanese keyboard with the characters on it. I assume you are a similar way for lithuanian. Once the IME keyboard has been added, you should be able to go to the taskbar (likely next to the time/date area), where it is defaulted to whatever language you set up in (ENG for english for me). Click on that and select your language.

That's just about exactly how i did it, if this isnt working for you, then you might wish to uninstall and reinstall the language pack. And, as said, make sure to run windows update after downloading the language pack, sometimes they come out with new updates for it
