No performance increase with SLI CPU bottleneck?

CPU: Intel(R) Core(TM) i7 CPU 930 @ 2.80GHz
Motherboard: Alienware 04VWF2 Version A02
Bios: Alienware A11
Memory: Mixed 16 GB DDR3 (slowest is 1333MHz I believe)
Graphics Cards: (2) Gigabyte GeForce GTX 660 2GB SLI
SATA Drives: Seagate 2TB SSHD (Primary)
Hitachi 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s (currently disabled)
PLDS DVD+-RW DH-24ABS
Power Supply: 875 Watt
CPU Cooling: Alienware High-Performance Liquid Cooling

I have had so many problems with that dang PC ever since I bought it, believe me I will be upgrading as soon as possible. But for the time being, I really need help. I just got Watch Dogs and am forced to play it on medium settings for a smooth experience. I disabled SLI in nVidia Control Panel and didn't see a change in performance in the slightest (bumped them back up to where I had them before dropping to medium and still got the same performance). I haven't really played many SLI supported games but my other ones ran a lot smoother though now that I think about it I believe it is just because they were less intensive games and one 660 will get the job done. I just really don't know what to do, I think possibly a CPU bottleneck? And I have already tried reseating both GPUs and my ram, I have switched the GPUs around, disabled and reenabled in control panel, different drivers, the whole nine yards. I am thoroughly convinced that it is either A.) CPU bottleneck or B.) A crummy motherboard because I originally had two 460s in it and always had problems with those.
 
No, the CPU is not bottlenecking your system at all. People have some problems with Watch Dogs, so there might be coming a new driver to fix this problem. In this case, i also have similar problems with Watch Dogs. No matter the options set, the game still runs poorly. Try another game and see if there's problems there as well.
