[SOLVED] No peripherals working

I recently installed an old HDD in a fully functional working PC. I took the old 250g HDD out and placed an old Seagate Barracuda 2tb HDD with the plan to format a fresh windows 10 installation. After all was hooked up I placed windows 10 disk in and I booted it up. It did not ask me to press any key to run disk drive. It instantly wanted to do a windows 10 repair which told me there was an old windows 10 installation on the drive. So I let it repair and when it got to 2% it black screened and that bring me to here today. I have tried many methods to make peripherals work but no luck. Cmos battery, reseating all parts etc.
 
remove the 2tb hdd and put in the working hdd?

motherboard have video output?
could take that 1050ti out and test with igpu
Already did. No avail. To be honest this is the second PC that this has happened too with that HDD. I pulled it from an AMD build that got corrupted and assumed that the AMD build motherboard was on its way out. But I had the same symptoms. No peripherals working. So weird.
 
No luck. Still nothing in the world of monitor keyboard and mouse working. Typically when you have no HDD attached, it goes right to the Bois. Typically you can do what you need to do in the bios and then push the power button down to shut down PC. I have done it many times but with no HDD installed, it must not go into bios because after I push power button it doesn't shut down. Obviously I can't see because of the peripherals not working but still. I should shutdown. But it doesn't. I can only hard shut it down. It's currently on but nothing is working.

Dude......I GOT IT!!!!!! I let it sit for 5 min and holy moly it recognized the peripherals. I owe you BIG TIME!!! This build was very important for my son's Christmas. Thank you beyond what words can express. You are awesome and thank you for being the only one who was willing to come up with ideas. Merry Christmas bro!!!!
