Question No POST after move

I moved 180 miles saturday and set up my ~6 year old PC, gift to me, yesterday. Today while I was it presumably crashes and I return to it spinning up and down the PC fan every 3~5 seconds, trying to reset. I killed the power.

I poked around with it, checked component connections, blew out the insides with can of air. Fan hasn't tried to run since, Power button is unresponsive. Eventually I tear it apart.

Everything after this point i'm a bit shakey on, I've built a computer with a friend before and I'm not intimidated by these things, but I'm also a bit unsure of myself with as I go through the following steps for the first time. I looked through this No POST troubleshooting checklist to get this far.

Currently, I've got the Mobo and PSU torn out and connected (pictured). The 24 pin JPWR1, the 4 pin JPWR2, and the CPUFAN are the only things plugged in. I connect PWR SW pins with a screwdriver and nothing happens.

I dropped my SSD and Wireless card into an old 2007 tower and it runs. I couldn't get the mobo to post when I connected it to that 305W power supply, but that was a janky job because I didn't want to tear everything apart in the second tower.

I don't have a speaker to troubleshoot error codes, nor do I know where to get one nearby. Can order. I do have a multimeter. I suspect its my PSU. Please advice.

Motherboard: MSI H87M-G43
PSU: Antec TPQ 850
 
It says so on the PSU. Part number ph333 dell 305w power supply.

Edit maybe it's not clear. The dell is the power supply from the 2nd tower. Pictured is the power supply from the first.
