Question No post , all light and fans spin

Its already happen couple of times mostly when idle pc suddenly got no signal and shutdown power button do nothing ( mus unplug to turn it off .
When i try to turn it back on all light (mb green , gpu blue ) and fans spin . but no post and no signal , then when i try to turn it off power button cant turn it off like stuck or smth (i turn it on using the same button)
What i try when this happen :
-reset cmos ( pin 1.2 to 2.3)
-reseatting ram , try 1 by 1 ram to each slot
-replugging all cable behind pc , gpu-mouse-keyb-power cable
-replugging all cable inside pc (gpu 6 pin,sata hd, 24 pin motherboard, and 4 pin cable near cpu and cpu fan

CR2032 Lithium Battery 3V Coin Cell
See if that helps and refer to your manufacture support guide based on your motherboard model and REV, if you can get into the BIO's with the hot-key set it to optimized defaults, save and exit, please be-careful removing the old one and always read the support guide.

Im gonna buy the cmos battery tomorrow and speaker mobo , i will post the result after .

Updated , after change the cmos battery still nothing and i even install speaker mobo still no beep , and still cant shutdown pc with the button after turn it on the same way (like stuck or something) .
it got to post bios once after i meddle with 24mobo cable, 4cpu cable, repluggin ram . etc , but after windows logo (starting windows) its goes black screen mouse and keyboard no light . shutdown button became unresnpond too (must unplug power cable to shutdown) . im very sure its not the gpu and cmos , this happen almost a month now and this time worse cause i cant get to windows at all or no post at all , before i can get to windows and play some games and browsing just fine , but everytime i shutdown its always like that . i regret not moving any of my data to eksternal hd now...
 
I am sure it could be anything, makes me wonder if its not the computer hardware, then it could be file corruption, or virus that targets startup files and services for windows, preventing explorer from working. The issues you tell me are like turning a computer on with no hard drive, I hope your ram in the correct slots, if you have a thumb drive, download windows media creation tool for your version of windows and follow the steps to make a boot-able windows install on the thumb drive. I hope you have a physical key sticker on your machine, if you don't have a key and its lost into the file system of that drive, you can down-load linux mint- cinnamon version then download Rufus, format a thumb drive , to exfat, then run Rufus select the operating system file to use Rufus to create a bootable drive, when you try to boot your computer with thumb drive, get into your bio's setting or menu options, find boot device and select your thumb drive as primary boot device, The trouble-shooting with hardware can take a lot of time, I don't know how many computer parts are in your system or know its age, so its really hard for me to provide useful tech information, and I am sure that I live way to far away to help you repair parts by soldering if needed. Linux mint- cinnamon version is like windows, but to get it ready for gaming to use it as an office computer too, requires light programming to install stuff. I think I had to rapidly push F10 key or many F-keys to get windows to launch a start-up repair, I had no option after start-up repair would not work on a old machine I was working on for someone so I just reinstalled windows for them free of charge.
 
I am sure your going to need your support manual for your motherboard, https://manualzz.com make sure to read the slot number and letter on how to put your ram in right, every board is different, becareful with sata ports and cables some sata ports can break easy never wiggle sata cables or you could break a sata port and have to change port and change bio's setting. I would read the support manual for everything on your motherboard, just to make sure every thing is right, sometimes RAM has to be pushed in tight and cleaned good, with an air wand and air compressor, a can of air is cheap, I just hope your CPU did not get too hot and started popping transistors.
 
cleaning all dust from a failing computer with a can of air can be difficult pending on its age. I don't know if your CPU is AMD or Intel. AMD CPU's fail less than Intel, because small dust can get into the cpu socket creating resistance, and requires blowing it out, not a good idea to do if your not trained to do it, and reapplying new thermal paste for the cpu's contact to heat-sink has to be done with caution to prevent damage.
