[SOLVED] No POST - bad PS?

After several years of office use, the DIY system suddenly quit and now there is no start screen or POST. Fans running OK. Replaced MB but same result. Tested PS and it's putting out 3.0v where it should be 3.3v. Does that explain no POST? So the PS is good for recycle bin?

The specification generally is +/-5% for the voltages......and your 3.3V is 10% out......so it could be the cause.
