Question No POST beep with RAM installed but beeps without any RAM

Hello,

I installed the components for a new system a few months ago for a friend. After a month he said that he cannot boot into windows anymore but just BIOS. I removed the back panel cover to check on the SSD if it's still connected (it was) but after some resetting of bios i was able to boot from USB stick and detect the SSD. While doing this, some PSU wires were dangling near the pins of the memory slots (on the back of the mobo) but i didn't pay attention to them as they had insulation. This friend touched one of the wires and i think it made a short to one of the pins. Since then no POST beep. I tried Only PSU, cpu, mobo and ram connected, no BEEP. When i removed the RAM the MOBO beeps. I tried buying another RAM stick, although a slower one but still supported by the MOBO, again no BEEP.
When i sent the MOBO to the warranty they returned it exactly the same so it is probably good.

How can i check for sure that it is the CPU without access to another mobo?
