No Post Beep

I'm having trouble diagnosing whether the issue that is causing my system not to Post beep is my motherboard, cpu, or power supply. I stripped it down to these three items to figure out what the issue is and i know its one of these because i'm STILL not getting a beep from the spdif out speaker and I should be with these basic components. I am reading a voltage from the power supply (about 10 volts, never did a amp test) + fans are working, which makes me rule out power supply ( less its not enough Watts). I'm trying to think of a way to test next whether its the CPU or motherboard next, (without having to buy a cpu/motherboard to deduce which one's the mess up). Any help or input on this situation and what other people would do next in my situation's appreciated . If not i'm going to just buy a CPU and see if that fixes the issue and so on...

Could you post full system specs please. Is this a new build or an existing one that's gone bad?

This is a new pc build, and i'm trying to reuse an old set of power supply and a motherboard.
The build i have is-
H61M-VG4 Mobo
Geforce GTX 750TI
G-Skill 2x4 Gb 1600 Mhz DDR3 Ram
Gamer Pro series 975 W power supply
Intel Pentium G645 2.9Ghz 3Mb cache
1 tb hitachi ultrastar 3.5'' hard drive.

I tried test benching it and No image is displayed when i turn on. I tried hooking up speakers into the spdif out for error code but getting no Post beep. My instincts are saying its the motherboard most likely or psu, but I'd like to know for sure before i make a purchase.
