No post, full speed fans

Pc fails to post after a power outage. I've replaced the psu and the motherboard, tried without harddrive and ram and then reset the cmos. Switched the cpu from a working pc and it continues to not post with full speed fans. I dont understand what else it could be. Any ideas anyone?

does your mobo has LED POST (two digit), or old buzz speaker
