No Post GPU fan revs up and down

First i hard a CPU LED light up red and i shipped my mobo and Ram and cpu back to scan in which they said the mobo was the issue. So i bought a new one and today first time booting up it told me to go into the bios to set stuff up ofcourse then i changed the ram speed set boot pirority etc and then saved and rest the pc. then now i get no display but the Graphics i believe keeps revving up and down.

What i have tried..

Taken out cmos battery.
Used different Pci slot
New Mobo

Specs

Fx 6300
Radeon 7770
Corsair 2x4gb 1600mhz
Msi 970a g43
Cx 600m

Edit:tried a mew GPu same thing happens think its the powerr supply.

Also the Revvin stops when the gpu is unplugged or the cmos battery is out
