no post (ive tried everything but the problem keeps coming back)

Okay so this started happening about a month ago, I turned on my computer and it would not display anything, not even a bios screen. So then I decide to switch out the GPU(gtx960) I am currently using to an older one I have(gtx550ti). The problem persisted but after MANY pcie slot changes between the cards(putting one card into the other slot vice versa) it finally decided to work, strange. So then about a week later it happened again and I did the same thing with the cards to get it to work and it did. Then a couple days later I decided to clear CMOS and that caused the problem to happen again. Why did i decide to clear CMOs? because my CPU speeds were uneven numbers like say I wanted to go from 3.5ghz to 4.0ghz, 3500 would look like this 3497, and when i would bump up my ratio to what SHOULD go to 4000 it would jump up much higher than it is supposed to with uneven numbers (4332) yes it would actually jump up .3ghz. That is why I decided to clear it. SO THEN same thing with the cards and slots I got it to post again and realized that the numbers were still screwy so I decided to reflash the bios which fixed the screwy numbers. And then finally a couple days after that mess it happens again but this time I take a different approach to solving the problem, I decide to change out the power supply and guess what it decides to work EVEN if i were to put my PSU that ive been using back in(which i did) it would still work. Just to make things clear NOTHING SEEMS to be broken as I am using the parts that continue to not post after a while, but there obviously IS a problem with something in my system.

CPU - AMD FX-8320
PSU - EVGA 600B
HDD - WESTERN DIGITAL BLACK 2TB
 


Okay so it happened again and i got it back up and running.

This time I changed the power supply first before touching anything else, didn't work. I decide to keep the power supply in and change the graphics card, that works. SO then I go back to my other power supply(600B) and use my GTX 960 which is what i normally use and it still WORKS. I'm so confused on what the problem is but I feel like its the motherboard if stuff like this is making it work again.
