No post, no beep, no display, help please!

Year old PC, previously worked perfectly. Yesterday I wake to find no display (pc left on 24/7) but fans running. I turn off/on, fans and hdd spin up but no display, not beep.

Remove gfx card, remove RAM, still nothing; no post, no beep, no display. All fans run and hdd powers up but no lights on keyboard or anything.

Then, randomly (after turning on/off many times), it just boots up with error message in Windows -

"Display driver stopped responding and has recovered"
(I previously had installed AMD Catalylst and had some minor overclocking)

PC worked fine, played some games, bit of work etc.

Then woke again this morning same issue. No display, fans on. Tried same as before but no joy.

Removed cmos battery and left off for half hour, reset bios via pins, removed RAM, changed gfx card to other slot, removed gfx card, no joy. Still same issues.

Voltage checked on PSU with multimeter. All tested slightly more than expected.

Help please... I've tried most solutions to this that have been posted already and have gone through the steps in the sticky related to this.

Edit: Updated with latest steps tried.
 
Check your power supply with a voltmeter while the PC is on or try another one to see. Sometimes a power supply has voltage unstabilities under load.

This is very odd. I just got home after leaving it off and unplugged for 4 hours, turned it on and it powered up right away, loading the BIOS settings screen requiring me to make changes/save. I saved default and it started loading windows, then froze on the loading screen.

I tried to reset it, and back to square one. hmmmmm
 
Tested with multimeter and voltage is fine. Slightly over on all.
With just CPU and fan connected, it does the same thing, no beeps. I've tried different combinations of RAM slots but no beeps or no boot.
Not sure what else to try.
