No POST, No Boot, Kaby Lake, Gigabyte H270N

Hello, this is my first post and I need help.

I'm building a mini ITX PC from scratch. I have build a few PCs in the past.

I have a Gigabyte H270N Mini ITX motherboard with i3-7100 Processor and 2400 DDR4 RAM.

Put everything together and no POST. CPU fan and case fan come on.

I don't know if it's beeping or not, no PC speaker installed.

The board LED comes on, and flashes 6 times then one long, then it reboots.

I have taken the board out of the case, stripped out all essentials, and checked the 1151 socket. It just behaves the same.

It's as if either:

a) CPU is faulty
b) socket is faulty
c) BIOS not compatible with CPU (but research shows it should be with the base BIOS version)

Any ideas?

 
Yes I ran through that helpful guide, the only tow things of note are:

1) Don't have a PC speaker, so I don't know exactly how many beeps there are, unless it's the same as the on board LED, which I have not been able to find any documentation about.

2) One pin on the socket looked a little strange but appeared as though it would make contact.

3) I have not as yet eliminated the PSU but it seems OK, it is at least powering the board.
