Question No Post On PC - PLEASE HELP!!!

This is the list for my pc

Crucial 8GB (1x 8GB) DDR4 2666MHz Memory
SilverStone Strider Essential ST40F-ES230 400W 80 Plus Power Supply
MSI B450M-A PRO MAX AM4 Micro-ATX Motherboard
Antec DP301M ARGB Tempered Glass Compact Micro-ATX Case
AMD Ryzen 3 3200G 4 Core Socket AM4 3.6GHz CPU Processor + Wraith Stealth Cooler
StarTech Splitter cable - TX3 fan power - 12in
WD WD10EZEX 1TB Blue 3.5" 7200RPM SATA3 Hard Drive
Cooler Master 120mm SickleFlow X Fan - Red LED

The computers fans and RGB work perfectly normal. I have another PC and decided to swap in the graphics card and exchange the RAM to no success. I had a similar issue with the other PC I built, same exact thing and once exchanged at the retailer it turned out to be a motherboard fault. This leads me to believe it is a faulty CPU or Mobo.

NEED HELP ASAP!!!

Clear the CMOS and double check the RAM stick is all the way down in it's slot. Try switching the RAM stick to the other slot.

I tried checked RAM and I switched that as well, could you link a good video for the CMOS clear. I watched a couple and I don't think I have the jumper for my motherboard.
