NO Post on system, replaced all parts, all parts should work

So I had a system that was not working so I literally got a new part for everything aside from psu, gpu, and case. I dont know what else I could do. The system lights up and the fans spin but no matter what monitor i connect it to it does not even show me the BIOS screen. The pc just keeps restarting itself.

it's the psu or gpu.
probably the GPU because nothing shows up but is receiving power.
