I would recommend you look at the motherboard support page to see what BIOS version is required. That is the reference, not PC Part Picker.

Also don't mix RAM like that. remove the Crucial and just use 2x16 vengeance in the right slots.

This is an itx build so only 2 ram slots, no ram mixed I only bought the celeron and the 4 gb crucial to test. I have tried running latest bios on all boards but I didn't update to the very latest on 2 boards as you cannot roll back from them. This build has stumped me. (I tried both updates on the versions just before the no roll back version and also the versions partpicker suggests)

My boards are all itx, supermicro c9z390-cg-iw was working with the i7 9700k until I messed up legacy uefi bit it's still alive with the celeron. Asrock phantom z390 itx works with celeron no problems, and gigabyte z390 aorus pro wifi... all work with celeron and either the 4gb crucial or the 32gb vengeance... currently running the latter on bios version f5 as also suggested by partpicker it's update for 9th gen and 32gb compatibility so if it can read my ram with newer bios why can't it see either of my i7s .... any suggestions????
