No power bad smell

Ok so my Toshiba Qosmio x870 crashed the other night and since then will not turn on, register that the ac is plugged in, and I get a burning smell if I pop in the battery..I tried doing universal reset to remove any voltage still no luck. Ac plug is reading at 30v output according to my multimeter but that is without a load on it..I figure my motherboard is dead but maybe someone here can tell me something before I pay for a repair.
 
Solution
Only power supply that have much higher voltage when not loaded is one using transformer, switching power supply have nearly same voltage give or take 0,5 volt. And this one as 99,9% of other notebook power supply is switching one. Only way for it to have higher voltage is failed supply, so it will drop very low even under small load and this much higher voltage will still fry at least charging circuit.
Ac plug you mean charger output or cable that goes into charger? If it is charger output, then your notebook is fried because it doesn't matter if charger is under load or not, it should have 19 volt on output.
