No Power from PSU

I have a pc that pieces were gifted to me including the power supply. Everything was working fine.

The original power supply is a 350w Thermaltake someone sent me a graphics card (MSI 960 GTX 4gb Overclocked) when I went to setup I came to the realization that the psu I had did not have a pci-e power source.

I went and got a new psu (Thermaltake 750w RGB smartfan) When I hook everything up the fans will show power by surging enough to spin about 5 revolution or so then nothing.

Below is System information and steps taken to try and troubleshoot. Any information or tips you can provide would be greatly appreciated.

System Info:
Mobo- MSI H110m-pro vd
RAM - 16gb Corsair Vengeance 3000mhz
HDD - 500gb sata drive
GFX - initially onboard now MSI 960 GTX 4GB OC
Proc - I7 7700
Cooling - 3 case fans powered by molex so no fan speed control
Case - Cooler Master Elite
PSU - original 350w Thermaltake / New 750w Thermaltake SmartFan RGB

Steps Taken:
1) I have checked each and every connection to make sure it's secure more than once
2) connected all components power tested then started removing unnecessary connections till just motherboard connections with no power.
3) Swapped for a different power unit same one just a physically different one.
4) scratched my head, cussed a little, came back hooked up the 350w power supply and all items minus the gfx card and everything starts up.
5) Back to having no idea what to try now.
