No power getting to mobo after I reset CMOS

This is a multi-part problem, so I'll try my best to explain...

I tried replacing my RAM from 8gb to 32gb, and upon turning my computer back on, it wouldn't recognize my monitor, mouse, or keyboard and kept restarting itself constantly.

After doing some Googling, I came to the conclusion that I needed to reset my bios by leaving the battery out for 10 minutes.

I unplugged everything, and took the battery out for 30 minutes.

I put it back in, and now nothing turns on, not even the LED on the mobo. No fans turn on, nothing. It's absolutely dead. My power supply is fine, I didn't damage the mobo physically that I can see to the naked eye... but I'm wondering if I totally fried it somehow.

I tried putting the old ram back in, I tried leaving the battery out and pressing the power button for 15 seconds and all sorts of other suggestions too but they've all failed me.

My specs are:
ASROCK X99 3
650W PSU
2 G.skill Ripjaws V 16GB Ram
NVIDIA 2080 RTX
Intel i7 something or another

 
Make sure your power supply is plugged in and the switch it’s switch is flipped to the on position. Make sure all of your cords are plugged in and seated into their sockets. Unplug your power and reset cords from the I/O panel and attempt to turn on your PC by bridging the two power pins using a screwdriver. See if this turn it on.

If so, shut it down, plug in your power and reset cords, and attempt to boot.

If this still fails then you have either a dead motherboard or a dead PSU. How do you know your PSU is working? Do you have another system to test it on? Perhaps a friend will let you use their system to test it. If you find it to be working then you have a bad motherboard and need to replace it.
