Question No Power Goes to Anything once I plug in 24-pin

My msi meg x570 ace led comes on when I have everything plugged in but nothing else lights up. Not even psu fan or case led. If I unplugg 24 pin and insert it into the adapter that tests the power, the aio powers on, case powers on, psu lights up an fan works but of course the mother board does not light up because the 24 pin is in the adapter. Before I send back this motherboard what should I do?
 
Pc fully built and nothing works? Partially built? What led lights up? Cpu, ram, vga?
Just power LED lights up on MB. I have take all parts out, put all parts in, but if that 24 pin is in the MB nothing gets power. But if I unplug only the 24 pin, then case turns on, psu turns on, and aio fan turns on because that is what i have plugged in.
 
Using that 'tester' is just another way of pushing the power button, without the 24pin plugged into the motherboard. So anything plugged into molex or Sata will also turn on, like the aio etc because the psu is now 'ON'. When the 24pin is plugged in, the psu becomes active, but doesn't fully turn everything on until bios says so. It'll get power, but not be on. Like plugging in the TV, it has power to it, but isn't actually 'ON' until you hit the button on the remote.

Do you also have the EPS 4+4 plugged into the top left corner of the board? What color is the power led that comes on? If bios is caught in a loop, or is stuck on an error, the pc won't complete the post cycle and nothing else will happen until it does.

Yes cpu is plugged in the upper left. I've tried hooking it up to monitor and putting my gtx in but as soon as the 24 pin is in the case gets no power. I tried flashing bios. the led is red. nothing will even come onto the monitor. I'm thinking the MB is DOA but hoping not.
 
Look for exactly which led is red, there's 4 leds right next to each other. Very small print.

CPU-LED lit on: please reinstall the CPU and check if there is bending CPU pins or other abnormal on the CPU and CPU socket.

DRAM-LED lit on: The RAM or CPU is not detected or fail or be incompatible with the motherboard.

VGA-LED lit on: the graphics card or the CPU with integrated graphics is not detected or fail

BOOT-LED lit on: Indicates the booting device is not detected or fail
