no power to hdd nf4 sli-dr

i have a nf4 sli-dr and was having other issues that i had resolved.

i have gotten my system to startup after switching it to a new case and power supply

my system will not receive power to the hdd's or cd-rom

i have tried 3 cd rom drives

i have 24 pin+ the 4 ping plugged into mobo

there is one red diagnostic led on mobo

one of my cd rom drives will get power but nothing else will?
