Okay then. If it's alright in safe mode then the issue is software. I suggest uninstalling complete the video card drivers and then re-installing the latest ones.
To do this, boot the pc with your old GPU. Then run this program, called DDU:

It will remove all the nvidia drivers completely. Shut down the PC afterwards, insert your GTX 1050ti again, start the pc again then install the latest compatible drivers for your OS and card. Download them directly here:
http://www.geforce.com/drivers
Once you've cleaned all your drivers and re-installed them to the latest version, it should be alright. If not, I suggest testing the 1050ti on another PC, or returning it back where you bought it.
