Solution
If it is fairly certain that components are seated properly (to be absolutely certain; don't just look at the components, suggest removing them and then re-inserting them), then -

If the computer still doesn't boot, then try ONE memory module at a time.

If the computer boots and runs, then one of the modules may be faulty.

If the computer still doesn't boot, then time to test the PSU.

Ideally, try another known working PSU.

If the computer boots and runs, then the original PSU would seem to be faulty.

If the computer still doesn't boot, then the motherboard may be faulty.
Re-install the RX480 video card.

Boot the computer.

If computer boots up OK, then uninstall driver for RX480, and then run DDU in Safe Mode to remove all traces of the video driver. Reboot as required.
Shut down computer and install the GTX1070 card and boot up computer and install Nvidia video drivers.

If computer doesn't boot up, make sure video card, memory and CPU are all seated properly. The CPU may have been accidentally knocked aside a bit while changing video cards. And make sure the video card auxiliary power connector (6 or 8 pin) is connected properly also.
