[SOLVED] No signal but turns on normally

I did a ram swap earlier and they were compatible, so I shut down my Dell optiplex 3010 and I began to take out my ram, I got one stick out and it powered on and I panicked and turned it off at the psu switch(evga 500watt 80+ white) and I proceeded with what I was doing and so I got it back together and I got no signal. I tried everything, cables, different monitor, reinstall cpu, reinstall ram, checked all my plugs and still no power, I even tried a different cpu, and different ram still no signal. So I took a look at the mobo and by the sata ports there is this silver thing that has round circular things on it and 2 of them are tarnished

I got one stick out and it powered on

reset BIOS optimized defaults with no XMP profile selected.
try each stick of RAM individually in each DIMM slot one at a time.
