No signal coming through to the monitor.

I'm having trouble getting a signal from the tower to the monitor. I've all ready tried reinstalling the video card several times now, and also have sent it back for a replacement in case it was dead on arrival. Here are my specs:

CPU- AMD FX-6300 3.5GHz 6-Core Processor
Motherboard- MSI 970A-G46 ATX AM3+ motherboard
Memory- Kingston HyperX Blu 8gb (2 x 4gb) DDR3-1333 memory
Storage- Western Digital caviar blue 1TB 3.5" 7200RPM internal hard drive
Video Card: HIS R9 270x IceQ X(squared) Turbo boost clock 2gb GDDR5 PCI-E DLDVI-I/HDMI/2xMini DP
Case- NZXT source 210 ATX mid tower case
Power Supply: Corsair builder 600W 80+ BRONZE certified ATX power supply
Monitor: Dell 2007 WFPB 20" LCD

The computer boots up fine, all lights are on, fans run properly. Every time the monitor hooks ups to the tower it goes into power saver mode for both DVI and VGA. I even tried using the same DVI cord with a different and older computer and the monitor worked just fine.

Remove GPU and put it in properly again and check if display is working. I don think monitor has problem if it is working fine with other computers
