Basically, I have been in the process of building my first computer the last week or so. I have a:

Z87 Extreme Mobo
Intel i5-4690k CPU
EVGA gtx 960 Gpu
Corsair CX650M psu
2 x 4gb Corsair RAM
And a general WD hard drive.

My brother sent me the motherboard and a different processor because he didn't need them. After building the computer, the computer would turn on and then shut-off giving the LED codes; 4f, 15, 03 etc. I bought a new processor (kinda took a gamble and assume that was the issue), put it in and now am no longer receiving any error codes, beeps or anything. All fans work, LED mobo error code says "00" (no error) and everything seems to be working. The only issue I can't get a connection to my monitor. I have tried it on 2 monitors and a TV using VGA and DVI plug ins to both the MOBO and GPU. I have also tried taking out the GPU and only plugging it in to the motherboard. I have also tried replacing the VGA-VGA cable... Nothing seems to work! However, I have noticed that when no VGA is plugged in to the monitors, the "Check Signal" or "No Signal" appears. However the second I plug it in to the motherboard, that disappears, implying that I am receiving a signal, but nothing shows up. Is this possibly the motherboard?

Thank you for any help!

Solution
You don't flash it. You'd get a new BIOS chip, already flashed with the latest version. All you have to do is replacing the board's chip. It's not soldered, but on socket.
if the mb has standard video ports pull the gpu and one ram stick use the older cpu. look for bent pins under the cpu. see if onboard video will come on with the mb sitting on the desk. with ram stick. if the mb post fine with the old cpu and one ram stick. swap in the new cpu with updated bios. if it posts fine with all the ram outside the case. put the mb in the case make sure it not shorting to the case or the io shield.
