No signal in monitor after installing new gfx card

I just installed my new graphics card Radeon R7 240 DDR3 2GB. After installing it there is no signal in the monitor.

My computer specs.
Dell vostro 260
Intel core i5 2400 cpu @ 3.10 ghz
2nd generation Intel core processor family
Intel H61 express Chipset
BIOS version A10 (As given in the Dell support center)
Integrated graphics - Intel HD graphics 2000 series. (which I disabled before installing the new gfx card)
Motherboard is Dell MS0520
PSU - iball zps-254
RAM - 8GB DDR3

I have tried every possible way to make my monitor get the signal but in vain.
NEITHER THE MOBO NOR THE GFX CARD IS BROKEN. THE FAN ON GFX CARD RUNS PERFECTLY.

When I plug out the gfx card and insert the VGA cable into the motherboard slot it again runs perfectly. only when I insert the gfx card it creates the problem (this time I insert the VGA cable in the slot provided by the gfx card.
any idea what can cause the problem??

As a rule of thumb, Seasonic, XFX (which actually is Seasonic) and EVGA generally builds very solid PSU's.

Most people underestimate their PSU's, and usually goes for a high-wattage-low-performance-type PSU. However, wattage isn't the most important part. It's all the PSU's values calculated together.

Personally, I recommend the EVGA G2 Supernova PSU. I'm currently using it in by build, and it works absolutely lovely! I use 750W of power.

So, aim for Seasonic, XFX and EVGA.
And most important; Don't go for massive wattage and take all values into consideration

Again, I use the EVGA G2 Supernova 750W and it's lovely! Really recommend it!

Have you installed the correct drivers for the GPU? As this is a basic necessity, it's obviously very important to do.

If you can, try changing PCI slot, or avoid using the VGA port on the GPU.

Also, I've never heard of that PSU brand. Does that unit function properly?

@Illumination/Axel......yes I have installed the graphics driver but that is not the problem......after inserting the radeon gfx card I get no signal in monitor...nothing displays in the monitor. And I have only one PCI slot......And yes the psu functions properly.....it supplies 400 watt power.....and my monitor doesn't have a HDMI or dvi input.
 
If you think the card is undamaged, try using a different VGA cable. Also, look for any visual damage on both GPU, monitor and VGA-cable. Especially the pins. If someone of them is bended, some features will stop working.

Eventually, it won't work at all.

So, if I understand it right, you only have one VGA-output on your GPU? It could be faulty.

How does the PSU's voltage rails look like? Do they dip below/above (+/- 1v)? PSU's isn't all about wattage. Do you have any specification sheet for the PSU? In this case, this doesn't feel PSU related.

However, always take everything into consideration.

Okay.

In case you are sure that you can't see any visual damage, and you have tried all of the possible solutions, then it's perhaps a bad GPU chip.

However, before requesting a new card, redo every step again. As in, remove the GPU, take out motherboard, inspect all components, research about that very PSU, GPU, CPU, etcetera, (this involves all cables aswell) in case there are compability issues.

It will take time, but it's worth doing in case the GPU isn't the faulting module.

At the moment, I'm still unsure about that PSU. It feels suspicious in this matter.

If it turns out that the GPU is the faulting module; request a new card.
