Question No Signal on monitor after Splash Screen

My Specs:
B450 Tomahawk

Rosewill Lepton 500 PSU

Ryzen 7 2700x

GTX 1060

256gb SSD

1tb HDD

I've had successfully booted this pc up the first time and installed windows as well as the drivers required for the GPU. But now when I boot up the pc, the splash screen loads but just when it's about to go into Windows the monitor goes black and reads no signal.

Spoiler: How to enter safe mode

Before you enter safe mode, you need to enter the Windows Recovery Environment (winRE). To do this, you will repeatedly turn your device off, then on:

Hold down the power button for 10 seconds to turn off your device.
Press the power button again to turn on your device.
On the first sign that Windows has started (for example, some devices show the manufacturer’s logo when restarting) hold down the power button for 10 seconds to turn off your device.
Press the power button again to turn on your device.
When Windows restarts, hold down the power button for 10 seconds to turn off your device.
Press the power button again to turn on your device.
Allow your device to fully restart. You will enter winRE.
Now that you are in winRE, you will follow these steps to take you to safe mode:

On the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.

I've had this problem before. It was my psu. Is your psu have enough watts for the pc? If not, you may experience this. Go here to the bottom to test your psu. Other problems might be:
1.Any loose connections or bent wires
2.bad,damaged or not inserted properly ram
3.mobo motherboard issue
4.bad monitor

UPDATE; I did a hard reset by clearing the CMOS, and clearing the hard drive which Windows 10 is installed on. Now none of the EX Debug Leds is lit but still no post on the monitor
