Solution
Either cabling issue, or video card issue. Like Alex Racho said, try the onboard video , if it works there's no problem with the connection, must be the card. There is a 'possible' option, Most computers have an option in BIOS as to which type of device to boot for display '1st'. 99% of the time it doesn't matter, but I have ran into situations where if i did not have it set for the right card, it would not display.

For example: pull a PCI video card out, put in an AGP, but no picture till i put PCI card back, go to bios, tell it use AGP 1st, disconnected PCI, put agp back, then it worked. Just somthing to try, if card is inserted tight, and power cables are connected, there should be no reason not to have it gain a signal.
