No signal on monitor

My dad has a computer that uses a 19" dvi monitor, that monitor works with no issues. I switched that one out for a 19" vga monitor that uses a vga to dvi adapter, the reason for switching does not pertain to problem. But I get no signal on that monitor. Now this monitor works fine on a different computer using the same adapter. Dad's computer also has a vga port on video card and tried that and still no luck.

Unless it's DVI-I you need an active adapter for VGA

Both the port on the video card and the adapter are DVI-I
