Question No signal to monitor or peripherals even though lights and fans turn on

I recently encountered an issue where my monitors or peripherals cannot find a signal even though the fans spin and light up. I replaced the power supply because previously only 4/6 fans would spin and light up. The new psu fixed that issue, but still no signal. I tried reseating the ram and cpu with no luck. Any ideas?

Built it with new parts in February. gpu was bought used and I’m going to try it in another build bc my mobo only has one slot for a gpu.

GPU: NVDIA GeForce 1660 Super MSI gaming X 6 gb

Motherboard: ASRock B450M-HDV R4.0 AM4 AMD Promontory B450 SATA ^GB/s Micro ATX AMD Motherboard

Storage: Kingston 480 GB A400 Sata 3 2.5” Internal SSD SA500S37/480 G

Ram: Crucial Ballistic 3200 MHz DDR4 16 gb (8gb x 2)

Update: upgraded PSU to a evga 600watt today because I tested the previous psu with a voltmeter and the voltages were no where what they should read
