No signal when GPU is seated, GPU and PSU replaced to no effect

Hi there, I have a pretty confusing issue which initially appeared to be a faulty GPU, but after replacing the GPU and PSU the problem persists and i'm lost for ideas.

Relevant Specs
GPU - Nvidia 1060 3GB
MOBO - asrock h170 pro4/hyper
PSU - 450w Raider and 400w Corsair tested

Initially, the pc sporadically lost signal while playing a game with high GPU load. The first two times I restarted the pc it would restart then quickly lose signal to the monitor. After the third restart, the signal wouldn't be sent to the monitor at all until the GPU was removed and I used the onboard graphics instead.
Reseating the GPU in the second slot got the same effect, where it initially worked for a few minutes before no signal at all, even on restarts.

Presuming it was the graphics card, I had that replaced under warranty, but that hasn't had any effect.

The PSU seemed next most likely so I've borrowed a friends 400w Corsair, which is within the recommended wattage for this GPU, but still no effect.

The most confusing aspect of this is that usually when the GPU has been unseated for a while, the first time its reseated it will work for a while, sometimes up to an hour before the signal stops being sent and it goes back to not working even immediately after the restart.

Any advice would be greatly appreciated
