Question No signal with HDMI, and Red VGA LED on motherboard ?

Hello, I encountered the following problem:
I just assembled the my PC components and the following things happened:
The first problem I had was that the motherboard did not recognize the CPU, but I updated the bios and now it is solved.

The second is, my PC does not transmit any image if I connected the HDMI cable to the GPU and the VGA LED on the Motherboard is RED. But I noticed that if I remove the GPU from the socket and connect the HDMI cable to the integrated video card (CPU), on the monitor the integrated GPU works properly.

My specs:
- MB: z690 gaming x ddr4
- CPU i5 13600k
- AIO 240 Aqirys Aquarius

- 32gb 3600mhz cl 18 vengeance pro
- GPU asus dual 3060ti OC 8gb white LHR
- PSU Aqirys Pulsar 750w

- ssd : it didn't arrive at the moment but I didn't want to install the operating system just to see if the components are running.

Sorry for the late answer.

I want to say that I tried the PC before without the dedicated GPU and at some point the PC it stopped, the RAM LEDs remained on.

I tried with other PSU - 550w with gtx 1650, it worked correctly and I had image on the monitor. When I tried the 3060ti with 550w it happened the same, didnt got image on the monitor and the VGA LED on the MB still red.
Do you think that the 3060ti did not receive enough current from the 550w to give an image?

psu should be enough for the 3060ti. at this time I would think the gpu had failed
it's strange, because the fans work and the video card is new sealed, I don't understand why it would have a defect...
If I have a warranty from ASUS on the website, could they fix it? Has anyone been able to fix this under warranty?
