Question No signal Xfx rx 580 8 GB black core edition

I installed a new graphics card. Xfx rx 580 8 GB and its not giving out a signal.
Ive tried many things I've seen on other forums and nothing is working. I made sure everything is installed correctly, I disabled and uninstalled old video drivers. I reset bios, updated and flashed bios. It works fine with on board graphics and with old card. Im all out of ideas and need help.
Comp parts:
Intel i5 9600k
Motherboard: Msi mpg z390 gaming plus
Psu: cx 650m
2 8 GB sticks of ram

Try a different output on the graphics card? (Assuming it's an option.) Otherwise leaning towards a faulty graphics card.

Did you plug the PCI-E cable to the GPU from your PSU, 6/8-PIN as applicable ? Also, make sure the monitor's cable is connected to the GPU.

The only thing I havent tried yet is tried another cord on the GPU. I ordered cords and i am goimg to try those

Did you plug the PCI-E cable to the GPU from your PSU, 6/8-PIN as applicable ? Also, make sure the monitor's cable is connected to the GPU.

Pci-e is plugged in and HDMI is plugged into gpu

Tried a dvi cord and it worked. I updated drivers and restarted computer and put HDMI cord. Worked fine. Then after I turned off my computer and back on its giving no signal again

Yeah. I even took out and reinstalled the graphics card

I just plugged in displayport and its working fine. I even have HDMI as secondary display and its working fine
