SLI will not work with that motherboard. It says it is CrossFire compatible but SLI has stricter requirements.
Try only using the 2 GPUs and no other PCI cards.

Yes it does. Although if you would need to buy a whole new motherboard, you may just want to sell the two graphics cards and get a single faster card like the GTX 1070, which would be faster than them two in SLI anyway.
If this was a new build then it would be a simple matter to return the board and get a better one.
