I bought this game - one piece pirate warriors 3 - and I am getting that error. I searched the internet, and seems that after installing the game we should go to the redist folder and install the directX inside that folder, seems to solve the issue, but I use windows 10, and windows 10 ships DirectX 12. it seems that this game only goes till DX11... how can I solve this? I can't unninstall DX12 because on control panel there is no DX entry (add/remove programs)... is there any other method to uninstall DX12 and replace it with an older? I can't really ask for a refund or trade the game...

DirectX should have a pretty good bit of backwards compatibility.

I play plenty of DirectX 9 -11 games on Windows 10.

The redist(contains offline installers for the run-times needed for the game)

What is the error you are getting.

If you got a game on steam, you can refund it if required.

well, to check if there was nothing wrong, maybe with some service preventing the game from launching or a process, I restarted my PC in safe mode, and than the game started. now, even in normal boot the game is functioning well. don't know why it happened but it seems that safe mode solved the problem, maybe it was some bug with the computer that got solved because of safe mode, don't know.
anyway, thanks for the help.
