I started on a cheap webcam I picked up on Amazon. It worked on my laptop, no problem. It didn't work on my desktop. Typically it would give me a "camera failed to start" error. So, I bought a Logitech C920. It also doesn't work, but with a different failure mode. It starts, and the video feed starts, but it's distorted beyond recognition (see link, wouldn't let me post image for some reason).

I've fiddled with the BIOS.
I've updated all the drivers of the cameras and USB hub.
I've done the common "fix camera permissions" thing in Windows.
I've turned off power throttling.
I've done a few other things, and I just can't figure out what is going on. Anyone seen this before?
