Question No USB Cameras Work on Windows 11

I started on a cheap webcam I picked up on Amazon. It worked on my laptop, no problem. It didn't work on my desktop. Typically it would give me a "camera failed to start" error. So, I bought a Logitech C920. It also doesn't work, but with a different failure mode. It starts, and the video feed starts, but it's distorted beyond recognition (see link, wouldn't let me post image for some reason).

I've fiddled with the BIOS.
I've updated all the drivers of the cameras and USB hub.
I've done the common "fix camera permissions" thing in Windows.
I've turned off power throttling.
I've done a few other things, and I just can't figure out what is going on. Anyone seen this before?

If your PC has USB 2.0, try those ports to see.

Tried, checked the negotiation status with USB Tree View. All connections are being made at 2.0

I just installed a brand new Logi C270.
Win 11 Pro.

Plugged it in.
Enabled it.
Works perfectly.

Well yeah, I'd expect that. I don't think there's a problem with Windows 11 specifically, or with the camera.

I'm assuming there's an issue with my configuration somewhere. I just can't figure out where it is.
