[SOLVED] No USB charging when PC is off or in sleep mode ?

Old desktop I built 10 years ago with XP. Phone would charge just fine after shutdown as long as it was plugged in before I shutdown.

Recently I added a SSD with Win 7 on it as the primary boot device and now I no longer have charging when shut off or even sleep. It even seems to draw down power as it will be down to 90% overnight if plugged in, but stay at 100% (nominal) charge if it's not plugged in. Everything is the same except I added a HD and installed win 7. I double checked today and if I shut down after an XP boot it continues to charge. Settings? Registry? Not the end of the world but a minor PITA and I know the hardware is capable of it.
 
Solution
First check bios USB options.
5VSB needs to be enabled.
Check windows power settings. Make sure power saving is not turning them off in sleep or windows before shut down.
