NO valid IP connection

After reloading Windows 7, I was unable to connect to Internet wired or wireless.
Device Manager shows a triangle for Network Controller under 'Other Devices'. Tried the
Troubleshooter, it gave a message ' Local area connection does not have a valid IP connection.'
Detection Details show Realtek network adapter ' Realtek PCIe FE Family Controller.
I tried loading a driver for it, but that did not help to make the connection.

Some suggested solutions in Command mode. When I tried them I got a message 'RUN AS ADMINISTRATOR' although I had logged in as Administrator. How to login as THE ADMINISTRATOR?
 
Solution
with a clean install of windows if you have an intel system you need the intel chipset and mei drivers installed before the network card may work. for amd rigs make sure the mb chipset drivers are installed.
